Clive Bowen was commissioned in 2004 by Somague Brasil and HOK Sport London to prepare a revised circuit layout and masterplan for the bid to develop the Jacarepagua race circuits to accommodate three new sports stadia as part of the 2007 Pan American Games host city infrastructure and to develop a commercial real estate proposition. Somague Brasil withdrew from the bid process, leaving others to develop the site.
